Following for Mr. Lampson.

In your telegrams Nos. 7, 8, and 9 from Hankow you Buggest that recognition of Canton government in some form seems inevitable sooner or later, and express view that we should therefore not delay longer than necessary in giving it.

I should be glad of your considered opinion, after con- sultation with Mr. Brenan, as to the degree of stability at present achieved by the Canton government. Do you regard it as now firmly established beyond question at Wuchang? Can you define the territory which it effectively controls or indicate the boundaries within which it is accepted as the only recognised government locally? Are there no indications of dissatisfaction or revolt in the new territories which its| armies have overrun, and do the local authorities at Canton wholeheartedly support the leaders at Wuchang, notwithstand- ing the fact that many are not Cantonese?

Assuming that this government has effectively establi- shed itself, or is likely to do so shortly, what value do you] attach to the guarantees which it is prepared to offer in re- turn for Tocognition? Does it so completely control public opinion that it could in fact suppress anti-British agitation? And, 12 80, could it be relied on to do so effectively and sincerely once it had been recognised in some form? If it did not carry out this promise faithfully, what lever had accorded recognition, would we have to keep it to its

word?
